We need to study the following information about the perpetrators: Recidivism- how many perps have prior histories and what are those histories (not all are non-violent crimes) The link between meth and id theft- well documented by a number of law enforcement agencies in WA, CA and OR Organized crime rings and identity theft- how do they work and how are they expanding
