I'm in full agreement regarding the proactive decision that you have made to punish Google for their transgression; however, I DO NOT THINK that you went FAR ENOUGH for them to respect the sensitive nature of their actual offense!
I think you show strike at the heart of this by imposing a SEVERE MONETARY PENALTY that they & others would greatly fear to repeat in the future-be it near or far!
ID Thieves, Stalkers, Scam Artist, & services that use behavioral patterns are an actual major problem-concern that needs to be rectified immediately! With the proliferation of Information Brokers, also will as private individuals, who are utilizing data mining & data scrapping techniques to harvest personal information the opportunities & temptations to work out evil-intent is staggering. Not every individual has good intentions...having the ability to find your actual house-address should make you and any sound, sane individual cringe!
I personal think the "Public Information" should be considered just that...if & only if each person actually official agrees, consents to giving the world just that...their info.; otherwise, all "Personal Info." should be considered just that...confidential!!!!!
