I think it's a good idea to limit companies that are clearly trying to prey on consumer confusion with "free credit reports". However, having used annualcreditreport.com before, I also wish that website was a bit more usable. It LOOKS like a commercial site (it's even a .com! not a .gov?) so it seems perfectly normal for it to be someplace where you get charged for something, and you have to be VERY careful not to get spammed by the credit providers or pay for a credit score. I think annualcreditreport.com should look more plain and government-like, still be very usable, and focus on obtaining the credit REPORT, not the score (some user education is key here). THEN cracking down on "freecreditreport.com" can be pursued.
