This law was signed in December 2003, yet Virginia consumers will not be able to get their free credit report until September 2005!! I find this delay outrageous. While I understand that it is desirable to phase in consumer access in order to assist the credit bureaus, this phase-in begins too late and occurs too slowly. A more appropriate schedule would be to begin with the West in September 2004, the Midwest in October 2004, the South in November 2004 and the East in December 2004. Under this schedule, consumers would at least be able to benefit from this law within in a year from its signature date.
