I do not believe that this is a proper policy. It is not within the proper powers or responsibilities of the FTC to alter, abolish, or render void any article of legislation by administrative fiat, as this policy would seek to do. If the FTC believes that it is proper for debt collectors to, "in connection with the collection of a decedent’s debt, communicate with a person who has authority to pay the decedent’s debts from the assets of the decedent’s estate," then it should seek legislation to amend 15 U.S.C. 1692c(b) to allow such.
