There is no reason a debt collector should be allowed to contact, much less harass, anybody outside of the individuals or organizations resolving the deceased's former estate.
Debt collectors fulfill a special role in any society, as one of the most hated are reviled of practices. Due to the hate they receive, often justified by their immoral practices, their sense of decency tends to erode and they become the most heartless of bastards, and will absolutely break every and all laws they feel they can get away with.
If you extend the ability for debt collectors to call and harass everybody even remotely related to a dead person to try and collect from them on the debt, I can guarantee you there will be massive fraud by debt collection agencies, that will NOT be prosecuted due to lack of resources.
Unless their is legislation to make fraud in the course of debt collection a very serious felony, with guaranteed jail tail (5+ years min) and a low enough standard of evidence that simple proof of practice is enough, this will lead to a massive upswing in crime and inflict massive distress on an already distressed people.
People have enough issues juggling their own debt right now. Do you really have to expand things to make people responsible for OTHER peoples debts, and to be constant victims of fraud?
Do you really want to more fraud inflicted on the people?
