Debt collectors should only be allowed to contact survivors to determine who is the estate's executor (called Personal Representative here in Wisconsin). The collectors sole remedy should be to file a claim against the estate for the estate to pay. In the event that the assets in the estate are insufficient to cover the debts the laws of the decedents state of residence should apply.
