No changes are required and no changes should be made.
Debt collectors and lenders clearly understand that human beings die and some have remaining debts. It is clearly understood by all that notices of death are publically announced in certain publications. Further, the probate court system is well-established and works well.
No advantage will be gained from any change, other than to permit debt collectors to directly harass the bereaved in an attempt to collect monies they have either been denied in probate, or which they have been careless in not collecting through probate.
Please understand that your choice here is, quite literally, to stand with our widows and orphans against bill collectors. The existing regulations were written with this understanding and should stay in place without change.
