As a company and individual creating online games for children and major brands for over two decades, I would send a simple note of caution.
Already today, we see many companies simply ignoring COPPA rules due their current restrictions and regulations. If these are continued to be made even stricter, my fear is even more companies will ignore them. This is the delicate balance you face. By saying you are COPPA compliant, a company or product is really opening itself up to criticism and risk, it seems.
Kids are very savvy. The "non-Coppa" compliant popular kids games out there are too many to name. I feel you risk an increasing shrinking pool of companies who want to say they are COPPA compliant, if you go too far with this.
