This sounds good but where are the fines and prosecutions? You need to hunt done these animals (spammers) and put them away. You also need to levy fines & take criminal action against the business that employ them...large fines, jail time. Otherwise this is just a toothless tiger. I've not seen any reduction in SPAM, in fact it's gettign worse. Finally, swifter action and stiffer fines/penalties need to be imposed on pornographers.
