'Opt-Out' is a REALLY BAD IDEA!! By mandating inclusion of an 'opt-out' mechanism, the bill would encourage the average computer user to utilize 'opt-out' links embedded in e-mail messages. Unfortunately, this is the very thing that spammers desire, since such a link, utilized by the spammers, merely serves to verify a valid e-mail address. It has become common wisdom to disregard such links; the bill would work against such 'safe computing' practices. Better that the bill have more teeth and less loopholes.
