Comments:
1. The nowadays definition of "SPAM" ist too complicated; an easy and efficient definiton is "unsolicited commercial bulk e-mail"; all attempts to rely on additional aspects such as scamming, pornographay, fraudulent proposals or whatever are inefficient and simply not necessary. 2. Any allowed forms of commercial mail contacts should be required to a) have the "subject" header start with [UCE] (or any other explicit and unique term) AND b) feature an additional header (e.g. "X-UCE = YES or the ilk)
