RE: CAN-SPAM Act Rulemaking, Project No. R411009 To the Commissioners, I am very concerned about the proposed requirement for merchants to maintain suppression lists. With so many problems and costs associated with this idea, and so much damage to consumers and businesses, that I have to ask you to please consider this matter very carefully. Requirement of the use of suppression lists will really hurt the legitimate publications on the net. My specific concern is for the publishers who require permission from the consumer before adding them to the list. These suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. Please reconsider this requirement due to many problems this ruling could involve. Please think of the thousands of people who join the computer world daily. There are many who believe the offers and testimonies and just know they can make money. They soon find out how hard it is and some will get smart and go on to make money, while others will give up. But it is their chance and the spammers should not be allowed to make it so hard on these people that keep going. This suppression list proposal can have a huge impact on the newly joined and the ones who keep going. Most of the people that try have very little or no money and they feel that the internet could be their salvation. Please give them their chance. Please find another way to stop the spam.
