Hello, Citizens should be allowed to publish newsletters to their opt-in lists without needing to "scrub" all their advertisements with proposed "supression lists". If list subscribers see too much advertising or advertising of a nature they do not approve of in a newsletter, they can unsubscribe from the list. The problem is with the list managers and making sure they only send e-mails (of any nature) to people who have opted into their specific list rather than being able to purchase or spider e-mail addresses to which they then send "cold" e-mails hoping people won't opt out or won't be able to keep up because list managers could send out each batch of cold e-mails under a different list name.
