RE: CAN-SPAM Act Rulemaking, Project No. R411008 I applaud your efforts to curb the problem of unsolicited bulk email. However, I'm concerned for the publishers who require permission from consumers in order to be added to a list that receives communications from said publishers. I, for one, do not want to put these publishers out of business because of onerous rules and regulations that take up too much time and effort. Also, spammers could easily aquire suppression lists, making the spam problem much worse. The drafting of laws is clearly very tricky to get right. Please, if you must create new laws regulating SPAM, be very diligent in making sure that it doesn't hurt legitimate businesses, making it impossible for them to continue in an effective way. Sincerely, Elizabeth Keenan *REDACTED PERSONAL INFORMATION*
