Re: CAN-SPAM Act Rulemaking, Project No. R411008 Ladies & Gentlemen; Usolicited bulk email is an ongoing problem, no doubt.However, requiring merchants to maintain "suppression lists" seems like a huge burden, particularly to small companies like my own. We operate a small plumbing company, and have used ethical email marketing practices for years. Our clients receive much valuable information from us, and many prefer that method of communication. The ever-increasing array of regulations concerning email is scaring us, and others like us. We follow the rules though many others do not. Unfortunately, you are trying to regulate something which is technologically difficult to stay ahead of. There will ALWAYS be some spam expert who finds a way to beat the system. If you require us to use suppression lists, I don't know how we will be able to continue using the technology which is valued by our clients. Even with their permission, which we always ask for, further regulations such as this will crush the efforts of small businesses like ours. As a leader in our trade association, I can tell you that many of our members will suffer losses in their businesses if these regulations are enforced. I don't think CAN-SPAM was intended to hinder small, honest businesses but that will be the net result, and the spammers will keep on spamming. God forbid spammers get hold of one of these "suppression" lists. I urge you to look at the ramifications of these regulations, proposed and existing, and the impact they will have on small businesses like ours. Feel free to contact me for further comments.
