But the problems, costs and damages done to the comsumers and businesses related to your proposed Ruling could be tremendous, so please carefully consider all the factors when you study this matter. The suppression lists could eliminate many worthy publications that are available only on the net that could be very helpful to and appreciated by the consumer. There should also be serious concern that the publisher not suffer hardship. The proposed requirement will hurt the publisher who is not the intended target for which CAN-SPAM was designed.
