While I hate spam, literally all of the spam I get is from overseas, and there is no way you can stop that. Your proposed regulation will seriously and negatively impact legitimate e-mail which is sent based on "opot-in" lists, and as such, should be redirected. Without being able to impact spam coming from other countries, I think you're really wasting your time, however, and also will hurt legitimate domestic business efforts which utilize e-mail.
