Thank you for addressing the problem of SPAM which I view as abuse of the email system. I have a suggestion to overcome that problem WITHOUT imposing regulations or legislation to limit such abuse. Suppose the sender of each email message were charged a small fee by the sender's ISP for the sending of each email message. All fees collected, perhaps after deducting any administrative costs, should be sent to the email recipient in the form of a credit toward the recipient's ISP bill. Or, sent to the recipient as a cash payment via postal mail. Or, sent as a donation to a worthy charity of the recipient's choice. Starting such a fee-based email system would almost instantly stop probably 90% of all SPAM without the need for regulations or legislation. Respectfully, Art Link Marietta, GA USA
