Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I am glad to see you are trying to curb the problem of spam email. However, I worry about the proposed requirement for merchants to maintain suppression lists. There is no possible way to police this proposed policy, and both consumers and legitimate businesses will be negatively affected. Any legitimate business already has a 'double opt-in requirement, but making them send their opt-out lists to other businesses is a GUARANTEE that at some point those lists will fall into the hands of unscrupulous people and create MORE spam, not less. Please reconsider this proposal. It will hurt the 'good guys' and help the 'bad guys'. Respectfully, Noel McNaughton Alberta, Canada
