Re: CAN-SPAM Act Rulemaking, Project No. R411008 I agree that we need to do something about unsolicited bulk email. However, I am concerned about the proposed requirement for merchants to maintain suppression lists. There is a problem with how to determine a person's intent when he unsubscribes from a list. I strongly oppose Suppression Lists as I don't believe they will prevent spam and they can harm legitimate businesses running opt-in lists that play by the rules. Please reconsider. Thank you.
