e: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I praise your efforts in trying to solve the problem of unsolicited bulk email. But I believe the direction of requiring merchants to keep a suppression list is not the best solution to this problem There are so many problems and costs associated with this idea, and so much damage done to consumers and businesses alike, that I feel I must urge you to reconsider this matter most carefully. The creating of a suppression list will many problems and add cost that not only create confusion and damage not only to myself as a business man but also the consumer. I wished you would reconsider this matter. Requirement of the use of suppression lists will seriously damage many of the legitimate publications that are available on the net. My specific concern is for the harm to publishers who require permission from the consumer prior to adding them to any list. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. We need to stop sammers not kill businesses. I have also noted the serious harm to consumers, not knowing their intent is when they unsubscribe from a list. But real great concern of mine is the possibility that suppression could easily fall into the hands of spammers. This would negate the real purpose of the ruling. We would get more spamming not less.
