Small businesspersons rely on their subscriber lists and many are individual or mom & pop operations with limited budgets and expertise, often simply seeking to supplement other income, pensions, etc. When they acquire a subscriber via a verification procedure, they and the subscriber have entered into a relationship, a transaction. Recognition of this status for email publishers is critical to their survival with an exception granted to this category of "mailer" based on that relationship. The majority of email publishers send relatively low volumes of email and provide information, usually to a niche interest group, supporting the effort and expense with either paid advertising or promoting their own products. The subscriber has agreed to this arrangement when and as a part of subscribing and verifying the subscription. In addition to the relationship being established, virtually every publisher provides a way for the recipient to easily unsubscribe as required by current regulations. Any regulation that does not recognize their situation as an exception likely will put them out of business totally. Please consider the transactional relationship category for an exception to their being simply lumped as "commercial email." These folk are NOT spammers. Thank you
