As an Internet user I appreciate your efforts into curbing the problem of unsolicited bulk mail, However, being a user I am concerned about the proposed requirement for merchant to maintain suppression lists. believe me with this idea, there will be so many problems and cost associated not to mention damage done to consumers and our businesses alike that I feel I must urge you to reconsider this matter most carefully. The requirement of the use suppression lists will seriously damage many of the legitimate publications avaliable on the net. My special concern is for harm to our publishers who require permission from the consumer prior to adding them to any list. They're not who Can-Spam was designed to put out of business, but with this requirement it will likely have that effort. There's also the potential for significant harm to consumers as well, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of all that, these suppression lists could easily fall into the hands of spammers, leading to even more spam instead of less. I was socked and suprised at the potential problem this ruling could involve, and I do urge you in the up most strongest possible terms to reconsider its implementation in view of these problems.
