Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I agree with trying to kill the Spam problem However, surpression lists are not the answer. The real problem is Spam can only be solved on the technology level, i am not a very big fan of the anti-spam laws because i believe they are never going to catch the real spammers as they are all offshore, spamming from countries like russia and latvia. This surpression list act will JUST kill legitamate small businesses who strive to sell their products to current clients of theirs or their partners clients. Management of a surpression list will only increase the costs of advertising for the small businesses, the most important entities of america as we all create new jobs for local workers. Surpression lists will do more harm than good when it comes to costs to a small business and it is also a security threat towards consumers e-mails, as you know spammers will do anything in the book to spam, they will even resort to hacking to get a hold of these lists and spamming them as well. As i said before though I don't believe any law can curb spam unless it is an international law that all countries agree too. The Spammers are not spamming from the U.S. they are spamming from other countries the only way now to stop spam is through technology and having government venture capital available to these small businesses who are looking to create spam filtering solutions to help curb the spam problem. Surpression lists will have no effect on the problem of spam whatsoever it will just kill legitamate business. Respectfully, Joseph P.
