Re: CAN-SPAM Act Rulemaking, Project No. R411008 I live on both sides of this issue. I depend upon up to date information getting to me from sources with whom I have signed up. My students depend upon me to keep informed of how best to pass their certification exams. It would do harm to legitimate email for there to be a requirement to work with a "suppression list." I am afraid that all will suffer if that part is included in the requirements. Please leave that out. Thank you. I also would encourage minimal regulations. Whatever we do can be harmful to legitimate business, while it will likely have no consequences for the criminals who live overseas. We will have the same problems, and even more through this legislation. The only way I can see SPAM solved is if Internet traffic is screened at our borders (at the routers) and is combined with tracking through technology. That I would encourage
