Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, The effort to curb the proliferation of unsolicited bulk email is a serious matter. But I'm concerned about the proposed requirement for merchants to maintain suppression lists. This requirement may create so many problems and costs and do such damage to consumers and businesses alike that I feel I must urge you to reconsider this matter most carefully. The imposition of suppression lists will surely damage many of the legitimate publications available on the net, specifically, publishers that require permission from consumers before adding them to any list. These are not the ones that CAN-SPAM was designed to put out of business, but this requirement will probably have that effect. Also, how do you determine a consumer's intent when unsubscribing from a list? I have had to unsubscribe to certain publications that I want to receive, and resubscribe, simply in order to change my email address.On top of that, suppression lists could easily fall into the hands of spammers, leading to more nuisance mail instead of less. The potential problems this ruling could cause are significant. I urge you in the strongest possible terms to reconsider its implementation, Respectfully, Kathryn Milner Ohio, USA
