Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Unsolicited bulk email is a serious problem that requires viable legislative control. Yet the proposed requirement for merchants to maintain suppression lists presents problems. It will be costly to companies and damaging to consumer and must be scrutinized very carefully, particularly with regard to publishers who require permission from the consumer prior to adding them to any list. These publishers were not the target of CAN-SPAM, yet their survival is jeopardized by this requirement. Consumers may also suffer considerable harm because it's difficult if not impossible to know their true intent when they unsubscribe from an emailing list. These suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. I am concerned about the potential problems this ruling could involve, and I ask that you reconsider its implementation in light of these problems, Sincerely, Peter Altschuler California, USA
