RE: CAN-SPAN act Rulemaking, Project No. R411008 To the Commissioners, I applaud your efforts to curb the problem of unsolicited bulk email. However, I am concerned that the rules are only hurting law abiding people in business. Since the CAN-SPAM law has come into force I have had an surge of email of the poronographic nature which are all unsolicited. They don't seem to stop. I am also concerned about the proposed requirement for merhcants to maintain suppression lists. There are so many problems associated with this idea. Most of the damage here would be done to mom and pop businesses who do not have the resources to make the heavy financial implications to comply with this new ruling. This ruling would require thousands of dollars in software alone, not including the programmers cost to intergrate into sites. This requirement would not hurt the spammers, who don't comply to the rules anyway. Small internet businesses would be forced to shut down, and they're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. We all know spammers are very efficient. I feel that these suppression lists are a target for them. They will no doubt harvest the suppression list's from legitimate businesses and make the spam problem worse instead of better. Please reconsider this ruling, the mom and pop stores and businesses need to stay in business also. Respectfully, Linda Stevens AB, Canada
