I have found that most SPAM does not contain a valid return address nor an operational opt-out process. Requiring these two componets should be a minimum. We need to avoid creating a regulatory nightmare that will penalize legitamate uses of email. I am also concerned that propossed regulations may require the sharing of subscriber email addresses with other parties. Information should not be shared even for the intent of reducing email. Unscrupleless spammers will simply use such information sharing as a way to build their mailing lists.
