I think that Suppression lists will hurt more legit businesses than spammers. Spammers need to be shut down by more aggressive prosecution. The scenarios above could spell the end of many newsletters that rely on paid advertisers. I don't think that was the intent of the legislation. Concentrate on those that forge headers, send mail from open proxies, or use foreign servers.
