Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I despise SPAM as much as the next person, but I'm very concerned about the proposed requirement to maintain what you call "suppression lists." There are many "scary" problems associated with implementing this idea (esp. for small self-employed individuals like myself), and potential harm done to consumers & businesses alike, I urge you to give this extremely careful consideration. Requiring of the use of suppression lists could put small independent publishers like myself out of business. I beg you to consider legislation that will effectively punish pornographer's and the like rather than making rules that cripple the ability of the self-employed to use the Internet for legitimate business purposes (i.e. feeding ones family). People "unsubscribe" from lists for many reasons, I have done so while on vacation, or because I had changed email addresses, etc. - there are MANY considerations that must be given to this issue and it's potential for creating "chaos" - Large "cash rich" spammers with the resources to operate huge email operations using sophisticated software and servers are driving us nuts with SPAM, but let's not fall into the same old pattern of making rules that will most hurt the ones we intend to protect. Namely individuals like myself for whom the leverage of the Internet has leveled the playing field and made it possible for me to earn a living despite my rural geographic limitations. Respectfully, Larry G. Wilson NW Montana, United States
