To the Commissioners, I am happy that you are endeavouring to deal with the problem of unsolicited bulk email. I am worried, however, about the fact that you are considering the need for merchants to maintain suppression lists. This will be damaging to both businesses and their consumers, as there are many costs and problems associated with this idea. Please.... reconsider all aspects of this idea before making your final decision. Many honest, legitimate authors of newsletters, reviews, and other publications which are designed to provide information and information products to their customers/consumers, will be harmed. These authors and web site owners require permission from their customers/consumers prior to adding them to any list, and are NOT the people who CAN-SPAM was designed to put out of business. Unfortunately, this requirement will most surely have this effect. It is also possible that these suppression lists could fall into the hands of spammers, resulting in a situation quite the opposite to that which is being sought. And what about the potential for consumers being disadvantaged because of the problem that could arise out of not really knowing their intent when they unsubscribe from a list. I am only a relative newbie to business on the net, but already I can see the problems which will arise, and I most respectfully request that the Commissioners reconsider this and other relevant matters on behalf of both publishers, e-commerce site owners, consumers and those who subscribe to lists. We already have enough obstacles in our paths, enough work to do, and don't need any more. Besides, from my experience with website owners and publishers, I have found them to be highly profession, ethical, have high moral standards, and most certainly do not wish to damage their business by using spam. Please, help us, do not hinder us in our work. Focus your attention on the REAL spam-mongers. We, the professionals, recognise the spam-mongers and do everything in our power to protect our clients from them, just as we ourselves want to be protected from them. We do not need to be hindered by unnecessary regulations that make our work and our relationships with our clients more difficult.
