To the Commissioners, I congratulate your efforts in the battle of unsolicited bulk email. However, I am concerned about the plan you proposed requiring merchants to maintain suppression lists. There is a long list of problems and costs related with your idea, and the damages that will occur to consumers and businesses alike, that I feel I must urge you to take a closer look in to this mater Requiring the use of suppression lists will cause serious damage to many of the legitimate publications available on the net. The one CAN-SPAM was designed to put out of business was the dishonest one. It will hurt the one that is disabled and supplementing their income with the net. This can cause significant harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. What if these suppression lists fell into the hands of spammers, leading to more spam instead of less. I was beside myself at the potential problems this ruling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems, Respectfully, Jule Boatman The State of Texas In the United States of America
