First, about CAN-SPAM ANPR: IMO, you are making a HUGE mistake in trying to get everyone to adhere to all of your "suppression" tactics, for it will never work. There are too many multiple email addresses for multiple companies that just 'cuz a person requests that ONE of their addresses be "unsubscribed", it doesn't mean that the other one will be. Second, as Paul Myers has already written to you about, all of his points are VALID, and should be taken into MUCH consideration before you "pass" anymore rules into "law". Third, even if you go ahead and implement this absurd portion of this absurd act, there will ALWAYS be those who don't care, or are out to see what damage can be done. Only those that are SCARED of you (BIG BROTHER), and those that are "law abiding", will follow this, and I believe there will still be mass emails that no one wants, which is what this "act" is trying to get rid of. Fourth, How does one come up with the various "rules" that you all did, concerning the "Mandatory Rulemaking in determining whether the primary purpose of an email is commercial", and more so, if it's "a transactional or relationship message". Only you guys (Government), talk so "lawyer" like - no WONDER this country is in the poor shape we're in. You all want to take the vast majority of emails in this country that are between established businesses and consumers, or between friends, or a number of other scenrios and turn EVERY email into "Is this a business/commercial" email? - if so, that's a "no-no" - you better report it or be fined a gazillion dollars and be thrown in jail for twenty years, just 'cuz you might have discussed some business in an EMAIL". For CHRIST SAKE. GET A LIFE people. PROTECT us FROM BULLETS, BOMBS, AIRPLANES (which apparently you can't), but SPARE us trying to use our OWN judgement and pressing a "DELETE" key on our kybd. Fifth: Why on heavens name do you require to have a valid snail mail (or PO Box) address on the email, with the CAN SPAM act???? If they want to put it, that's ok, but IMO it's WORTHLESS, for who snail mails today, to tell someone to NOT send anything by EMAIL???? There should be a VALID CONTACT NAME, VALID EMAIL address AND a VALID PHONE #, on EACH and EVERY legitimate email. You all BLEW it BIG TIME to not require that, and it's a WASTE of the senders, and the receivers time, to try to write to the sender via snail mail, even IF it's a valid snail mail address. It's easy to write, and/or phone, but forget to have to write a paper letter and mail it via the US Post Office (or did you require that to try to keep them in business???). Of course, ANY of these requirements will ONLY be followed by those wanting to do things correctly and remain in business. I estimate that over HALF the emails are from people running scams - that's a LOT of emails that will NEVER follow the rules, and still cause a LOT of wasted time for everyone, not to mention you all who will TRY to find these culprits that you'll probably never find. Good luck, but IMO it's a BIG WASTE of OUR TAX DOLLARS, in trying to combat a worthless cause as trying to stop email spam, 'cuz it will never be stopped unless all ISP's block out (filter) everything. If that happens, then email will stop, 'cuz nothing will be getting through, and then you'll REALLY hear it from the PUBLIC to make the ISP's turn off their filters - EMAIL will NEVER go away - it's too easy to use and is the cheapest way to communicate now, at least until more instant messaging starts taking center stage.
