Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I applaud your efforts to curb the problem of unsolicited bulk email. However, I am concerned about the proposed requirement for merchants to maintain suppression lists. As proposed this suppression list would be unworkable for most legitimate business and would cause hardship to consumers as well. I feel it might even be possible for spammers to do more damage than they do at present. Already with most Service Providers trying to control Spam many legitimate e-mails are not getting through to their address. Unsubscribe request do not always come from the person whose e-mail address is in the request etc.. The administration of such list imposes a number of expensive problems to merchants, like lost market share, erroneous lawsuits & technical problems. CAN-SPAM was not designed to destroy legitimate business, but this requirement will very likely have that effect. I was quite surprised at the potential problems this ruling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems, Respectfully, Lewis Inskeep Marion, IN USA
