Dear Commissioners, I appreciate your effort to address the issue of unsolicited bulk email. I will not burden you with yet another horror story. I'm sure you get many comments from others like me who deal with hundreds of unsolicited bulk emails daily. While I applaud your efforts, I am concerned about the proposed requirement for merchants to maintain suppression lists. Having run several opt-in lists myself, this requirement will cause significant burden on legitimate opt-in list owners. It will be difficult for list owners to properly know the intention of subscribers when they unsubscribe from the list. Additionally, these lists could fall into the wrong hands and be used improperly for the very reason they were created to prevent. I urge you to reconsider the implementation of this ruling.
