Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Because I receive at least 30 or more unsolicited bulk emailings a day, I applaud your efforts to stop this problem. This junk email not only clutters up my inbox but it plays havoc with my ligetimate business. However, while I dislike and am affected by all this unsolicited email, I am concerned about the proposed requirement for merchants to maintain suppression lists. I publish a true, all subscribers must request my mailings, small online newsletter and because there are so many problems and costs associated with the idea of maintaining a suppression list I know I and a lot of others will be put out of business. Therefore, I must urge you to consider this matter most carefully. I know that CAN-SPAM was not designed to put me and other small legitimate publishers out of business, but this requirement will very likely have that effect. In addition to putting the small legitimate publishers out of business, I am also afraid that the amount of unsolicited mailings will not go down. The people sending the unsolicited mailings are already breaking some of the regulations of the CAN-Span Act so adding new ones will not affect them. And, by creating suppression lists, more spam may be created if the spammers get access to these lists. I am very concerned about the potential problems this ruling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems, Respectfully, Susan Carroll Kansas, USA
