Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I agree that it is important to curb the problem of unsolicited bulk email. However, the requirement for merchants to maintain suppression lists is a cause for great concern . The problems and costs associated with this idea are such that I feel it will harm legitimate business and consumers alike. Many publishers require permission from the consumer prior to adding them to any list and I am afraid that this legislation will be very detrimental to those merchants. I am sure they are not the one's being targeted by CAN-SPAM, but this requirement will very likely target them just the same. There is also the problem of consumers not fully understanding the ramifications when they choose to unsubscribe. And what if hackers get hold of these suppression lists -- a whole new target for the spammers. Please reconsider the implementations in light of these problems.
