Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I appreciate your efforts to stop unsolicited bulk email. However, I am concerned about the proposed requirement for merchants to maintain suppression lists. I am disabled in a wheel chair with Post Polio Syndrome and I am on SSI. I am only 59 years old. I have been studying how to set up a web site and an FFA site where people can com in and click on my link to see my web site and if they would like to become an affiliate under me. The affiliates I am speaking of are businesses like Wall Mart, KMART, Just My Size, DELL and the list goes on. Others may enter my site to purchase something on line. The business then pays me a percentage for each sale. I have just gotten started on it and so far over 5000 people have looked at my web site. A few have signed up as affiliates. I am afraid that the use of suppression lists will stop me from moving forward with my dream of becoming independent. I do not nor have I ever sent emails to unsolicited email addresses. It is fruitless and silly. I know because I just delete such emails when they arrive. Yes I still get SPAM email but not as much as I used to. I have spent about $200 to obtain the information I need to do this with high integrity and professionalism. I am leaning from the top respected marketers on line who have gained the trust of people around the world. These people are not the type to SPAM anyone. In fact, I have found that they have me authorize my desire to get emails from them not once but twice. I will do the same when I learn all of the lessons. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. There's also the potential for significant harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. I urge you in the strongest possible terms to reconsider its implementation in light of these problems, Respectfully, Dolores A Light Albuquerque, New Mexico, USA
