It appears that the small business is going to be at a grest disadvantage by being over burdened by the requirement of transactional and relationship requirements. Thought should be given to small business that does not have the funds for legal opinions as to whether or not what he is doing violates the spirit of the act. A clear and regulation written withoput a lot of legaleese would be most appreciated.
