Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I applaud your efforts to curb the problem of unsolicited bulk email. However, I am concerned about the proposed requirement for merchants to maintain suppression lists. There are so many problems and costs associated with this idea, and so much damage done to consumers and businesses alike, that I feel I must urge you to consider this matter most carefully. Requirement of the use of suppression lists will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. They're not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. There's also the potential for significant harm to consumers, because of the problem of properly knowing their intent when they unsubscribe from a list. On top of that, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. I was quite surprised at the potential problems this ruling could involve, and urge you in the strongest possible terms to reconsider its implementation in light of these problems. Also, I am extremely disappointed in the ignorace of our politicians. As anyone connected with reality knows, 99% of all the obnoxious Spam comes from sources that the US government can not even control. Since 1/1/04, my inbox has 10 times more Spam and your regulations can't even touch any of them because they are overseas. Commercial email from legitimate online businesses has NEVER been a problem, it's the people you can't regulate that are the REAL problem. Last, it is INSANE to hold a company responsible for any Spam email sent out by one of their affiliates or forwared to a freind by one of our clients. How can any company control the individual actions of others. That's insane!!! Think about it and you will see exactly how insane this is. Let's face it, George Bush is an idiot with an IQ of only 91, about 30 points below you. This monkey in the oval office seems to think that destroying all legitimate online marketing and putting everyone out of business is doing something as good as destroying 2.5 million jobs in the last three years. GW Bush is a moron from hell. Now he wants to destroy Internet businesses just like he destroyed our country's economy. This is insane!!! The worst thing is, that NOTHING can stop Spam. This is nothing more than the destruction of our own county's economy again. Respectfully, Donald Itjen WV, USA
