Re: CAN-SPAM Act Rulemaking, Project No. R411008 Dear Commission, I am in favor of reducing spam. However, the proposed requirement for merchants to maintain suppression lists in this regulation will just hurt legitimate businesses and doing little to nothing to curb spam. The regulation to use suppression lists will greatly hurt the legitimate ezines and other businesses. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. They're not the ones that CAN-SPAM law was designed to stop, but this requirement will put out of business any business that relies on email for its customer communication. There's also the possibility of harm to consumers, because of not knowing their intent when they unsubscribe. Also, because these suppression lists could easily fall into the hands of spammers, they will generate more spam not less. The actions of the ISP's and email software has been the most effective tactic. In short, I think this is a extremely damaging proposal to legitimate business and will probably encourage spam and not suppress it. I urge you to vote against its implementation.
