Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I encourage your efforts to curb the problem of unsolicited bulk email. SPAM However, I am concerned about the implications of the proposed requirement for vendors to monitor/maintain email suppression lists. This added burden will cripple Small Business in America. There are significant problems and costs associated with this regulation If implemented it will cause consumers and businesses alike to pay more for goods. I urge you to consider revising this regulation more carefully. Any requirement that implements the use of suppression lists will seriously damage many of the legitimate publications available on the web. I am particularly concerned with the harm to publishers who require permission from the consumer prior to adding them to any list. Small Businesses are not who CAN-SPAM was designed to put out of business, but this requirement will very likely have that effect. Also the potential for significant harm and costs to consumers, because of the problem of knowing exactly their intent when they unsubscribe from a list. Additionally these suppression lists could easily fall into the hands of spammers, leading to even more spam instead of less. I am very upset as a Small Businessman with the implications of this very confusing regulations. Lets get rid of the REAL OFFENDERS NOT harm the small businessman.
