To the Commissioners; Thank you for trying to curb Spam. It is a problem for all of us. Actually it is an inconvenienc more than a Problem. I am a Canadian who will be adversly affected by your proposed changes. I work for, and advertise for US businesses. There are no borders on the Internet. Millions of dollars are entering the US everyday through people like me. Legitimate publishers are the ones who will have serious problems implementing the proposed legislation for suppression lists. I fear that my employers will cease to exist. The Spammers will have more access to email addresses and the legitimate businesses will have less. I only work for companies that have a double-otp out system and a strict NO SPAM policy. This Suppression list thing will not help but has to potential to seriously harm the huge internet business. Sometimes when the Government takes action to help an industry they end up harming the economy. My example is the Canadian Soft Wood Tarriffs. The tarrifs helped the small lumber industry in the US but devistated the HUGE building industry in their own country. Helped a few and harmed millions of American citizens and businesses. These proposed changes will have the same effect.Billions of dollars will cease to enter the US from other countries. Thousands of US internet businesses will cease to exist due to high costs and labour of implementing Suppression lists. You may stomp out a few Spammers but the cost to your economy will be too high. Don't make the many suffer for the benefit of the few. Lorrie Alvey
