Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I applaud your efforts to address the problem of unsolicited bulk email. I, myself, suffer from it - primarily as the result of email harvesters. However, I am concerned about the proposed requirement for merchants like me to maintain suppression lists. There are so many problems and costs associated with this idea, and so much damage done to consumers and businesses alike, that I feel I must urge you to consider this matter most carefully. In fact, it would put me out of business! Requirement of the use of suppression lists will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. Business owners like me are not who CAN-SPAM was designed to put out of business, but this requirement will result in that. This country is built upon the backs of individual people willing to work hard to do what is right. I hope you will not undermine the American character by eliminating our possibility of serving our customers in this way. Please do not drive legitimate small business out of business. We are extremely careful with our mailing lists and respect the privacy of our customers with great care. Respectfully, Nina East Chapel Hill, North Carolina
