Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, I am all for you efforts to curb unsolicited bulk email, But I am very worried the proposed regulation for merchants to maintain suppression lists. It will cost too much to obey this regulation, and too much damage will be done to consumer. I urge you to consider this matter cautiously. Requiring us to use the suppression lists will seriously damage many of the legitimate publications. I am concerned how it will harm publishers who require permission from the consumer prior to adding them to any list. CAN-SPAM was not designed to put us out of business, but this regulation will most likely have that effect. Consumers will be hurt because of the problem of not Knowing their intent when they unsubscribe from a list. Plus, these suppression lists could easily fall into the hands of spammers, leading to more spam instead of less. I say vote against the potential problems this ruling Will have. I urge you in the strongest possible terms to reconsider implementing more regulations Respectfully, Jim Stiner Kansas City MO, USA
