Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Thank you for your efforts to solve the problem of unsolicited bulk email. The proposed requirement for merchants to maintain suppression lists does trouble me. As a consumer and potential merchant I must ask you to consider this ruling very carefully. My specific concern is the requirement for the consumer to grant permission before being added to any new list. We are only dealing with these specific merchants because of past positive results. This could seriously limit the growth of legitimate reputable information. Could the suppression lists easily fall into spammers hands and add greatly to the problem? An on line Better Business Bureau of Merchants would be of much more assistance to us as consumers. Please consider the many negative effects this ruling would have on honest merchants that have added so much vaue to the net. Respectfully, Kaye Montgomery Ontario Canada
