Re: CAN-SPAM Act Rulemaking, Project No. R411008 To the Commissioners, Whilst I am all in favour of your efforts to curb the problem of unsolicited bulk email,I am very worried about the proposed requirement for merchants to maintain suppression lists. I forsee so many problems and costs associated with this idea, and so much damage done to consumers and businesses alike, that I feel I must urge you to consider this matter most carefully. The requirement of the use of suppression lists will seriously damage many of the legitimate publications available on the net. My specific concern is for harm to publishers who require permission from the consumer prior to adding them to any list. The publisher of one ezine that I read has pointed out: "Imagine the complication! As a publisher I would have to pre-check every issue against every suppression list before I could send it out. And if even one of my subscribers had asked to be removed from just one other list that had mentioned a product that I was about to promote, I wouldn't be able to send it out." I do feel that there is a real problem here that was clearly not envisaged when the proposals were formulated. I would therefore request that the proposals be reconsidered in the light of the above.
