I beleive that the laws that are currently in place could stop this if sufficient time was spent enforcing them. They currently made little or no difference to the amount of spam that i receive. The propose changes will make it significantly more difficult for business people, such as myself, who comply with the latest legislation and no difference to those who don't care about it because they feel confidentient that they will not get caught. Pleae don't spend any more time or money creating new laws, just start enforcing the ones that are in place.
